Wayne C. Grover

Wayne C. Grover (September 14, 1906 – June 8, 1970) served as Third Archivist of the United States.
Grover joined the National Archives staff in 1935. During World War II he earned the Legion of Merit for the management of Army wartime records as chief of the Records Management Branch. During his tenure as Archivist of the United States (from 1948 to 1965), the Presidential Library system was established, and he helped develop the Truman Library, the Eisenhower Presidential Center, and the Lyndon B. Johnson Library and Museum.
Also during this period, the National Archives produced the first code of ethics for the archival profession, prepared as part of its inservice training program and published under the title "The Archivist's Code";〔Horn, David E. (1989). "(The Development of Ethics in Archival Practice )." ''The American Archivist'', 52(1), p. 64-71; here: p. 65. Retrieved 2015-09-01.〕〔"(The Archivist's Code (prepared for use in the National Archives Inservice Training Program) )" (1955). ''The American Archivist'', vol. 18, no. 4. p. 307-308.〕 Grover was known to be the author, although his name did not appear in the 1955 publication.〔Danielson, Elena S. (2010). ''The Ethical Archivist''. Chicago: The Society of American Archivists. p. 28.〕〔As it is presented currently on the website of the National Archives, "(The Archivist's Code )" of 1955 indeed carries Grover's name; a preface explains that "although the guidance remains sound even today," the Society of American Archivists, in response to the increasing complexity of archival issues, subsequently developed a fuller code of ethics for archivists, first adopted in 1980 (see Horn, 1989, p. 65-66) and periodically revised since then. Retrieved 2015-09-01.〕
Grover was a founding member of the Society of American Archivists and served as its president from 1953 to 1954. He also served as the Western Hemisphere vice president of the International Council on Archives.
He died of cancer at his home in Silver Spring, Maryland.〔Staff report. (Recent Deaths. ) ''The American Historical Review'', Vol. 75, No. 6 (Oct., 1970), pp. 1885-1887〕〔Staff report (June 9, 1970). Wayne C. Grover, U.S. Archivist, 64; Unit Chief, '48-65, Dies-- Johnson Library Adviser. ''New York Times''〕
